ΚΤΙΣΜΑ ΣΕΒΑΣΤΟΥ literally means 'foundation of Augustus'. The inscription refers to the founding of the city of Nicopolis - the name meaning 'city of victory' - located at the entrance to the Ambracian Gulf, not far from the site of Augustus’ great victory over Mark Antony at the Battle of Actium.
